I don't think there is any "ideal" parsing time, at least that I have heard of one. Parsing time depends on many things, such as the type of work that is undergoing parsing (how complex it is, what objects it uses), the mix of work on the platform, how busy the system is, and the priority of the parsing effort, how DBS Control parameters have been set. Goals for parsing time are influenced by all those things. Shorter is always better. For many sites anything over 1 or 2 seconds spent in parsing for their critical work would be an issue. But it really depends on a lot of factors.
