I was able to access this orange book just now on Teradata At Your Service.
 
This is what I did, see if this works for you:
 
From the Home page, click on the Knowledge Search tab.
 
In the search box put:  "Automated Statistics Management" and click SEARCH.
 
It brought that orange book right up.
