You can consider applying the suggestions in my blog posting titled: " Expediting Express Requests".  You have to reserve at least two AWTs in the tactical reserves for express requests to use the tactical reserve pool.   Expediting express requests may reduce the time spent on parser express requests, but only if running out of AWTs is causing the long parsing times.   On the other hand, if AWT exhaustion is not causing the long express request times, then expediting express requests will not help.
